Under 18, tough luck. Thats Microsofts stance it seems because it looks like you are going to have to wait until Fall to get your Under 18 problem resolved on Xbox Live.
The problem? Currently if you signed up for Xbox Live, and you were under 18 years old, then your stuck with a child account on Xbox 360. Over 18 now? It doesn’t matter, because it still registers as Under 18, and Microsoft won’t let you change your Hotmail or MSN email account.

“Actually there is no option to go into Family Settings to enable IM functionality in child accounts at this time. If you are under 18, unfortunately you will be unable to use it.”
“We are working on a solution for the Fall Update.”
“As I said above, this issue will be addressed in the Fall update. Until then the only real option is to set up a new gamertag as an adult. It’s not optimal and we realize that, which is why we are working on a solution for Fall.”
