Wrong. Road blocks are in place (with police protection) until they are lifted (one at a time). The reason for the road blocks, according to the plot, is a reaction to terrorist bomb threats.

–Full Exploration 20G–Unlock all the islands.–FAKE, entire city is unlocked from the start, nice try thoughI heared that they are not. Certain parts of the city are blocked, because the bridges are out of order due to terrorist threads.Thats what I picked up somewhere in a gtaforum.I gave as much sources as you, so I guess the achievement can be possible. :
