I'm pretty sure it'll be like DLC and Arcade games. The initial download will tie the Game to a console serial # so you can play it offline on that console, and subsequent downloads on other consoles will be allowed, but only playable if your Gamertag is signed in. Of course, there are some ways of bypassing this if you know what you're doing…
